No doubt it was provided in sub-rule (2) of Rule 67 of Azad Jammu and Kashmir Financial Code that declaration of age, made at the time of or for the purpose of entry into the government service would be deemed, absolutely conclusive; as no revision of such a declaration should be allowed to be made at a later stage for any purpose, whatsoever, however, it was nowhere provided in said Rules that the Government was deprived of from making the necessary correction when a genuine claim was brought before it
High Court had the jurisdiction to issue a direction to the public functionary compelling the same to perform a statutory duty.
