Elected governments were required to follow the policy formulated by it for the benefit of public at large but such policy could not be placed on a higher pedestal than binding law
Policies were framed and formulated so that the public at large got the benefit of the same
If at any point of time a policy became an absolute hurdle in managing a crisis like situation where public at large became the victim of such policy in a newly emerged situation, then the government had a right and privilege to make a departure from the policy and even to suitably amend the same.
