‑‑‑S.17‑‑Establishment Division, O&M No.8/21/80‑D.1/R.I., dated 27‑11‑1984‑ Upgrading of post‑‑Up‑grading of one category of post in one constituent group would not necessarily give cause for upgrading of posts of equivalent grade in other constituent Department‑‑Appellant claiming upgrading of post of Documents Officer, which he held, from BPS‑16 to BPS‑17, on analogy of upgrading and re-designation of posts of Economic Investigators and Statistical Investigators in same Commerce and Trade Group‑‑Appellant's post was included in posts of Commerce and Trade Group‑‑Appellant's post of Documents Officer was in grade‑16‑‑Posts of Economic Investigators and Statistical Investigators in same Commerce and Trade Group also were in Grade‑1.6 but they were upgraded to Grade‑17 and redesignated as Research Officer and Statistical Officer‑‑Commerce and Trade Group comprised posts which were in several departments and Government directed under O&M Memo dated 27‑11‑1984 that upgrading of posts in various Departments which carried different nomenclatures, but nature of duties and minimum prescribed qualifications were identical to those of Economic/Statistical Investigators should be examined on their merits by Finance and Establishment Divisions‑‑Appellant's case was not examined under said direction of Government and not decided on merits‑‑Order of rejection of appeal of appellant by Department did not indicate that his case was examined in the light of aforesaid direction contained in O&M Memo. dated 27‑11‑1984‑‑Appellant's appeal was allowed by Tribunal to the extent that his case for upgrading of post and its re-designation would be examined at appropriate level in light of direction contained in said O&M Memorandum.
