I want to get a copy of the official budget allocation and expense details of our local municipality. Do citizens have a constitutional right to access this information?

Yes, Article 19A of the Constitution guarantees the Right to Information. You can file an RTI application under the provincial Right to Information Acts (e.g., Punjab Transparency and Right to Information Act 2013). The public body is legally bound to provide the requested information within 14 days, or face penalties from the RTI Commission.
