A sudden high voltage fluctuation from LESCO damaged our refrigerator, TV, and water pump. Can we hold the electric supply company legally responsible for the loss?

Yes. You can file a complaint with NEPRA (National Electric Power Regulatory Authority) or file a Suit for Damages in the Civil Court against the electric supply company (e.g. LESCO, K-Electric, GEPCO) for negligence in maintaining stable grid infrastructure. There are several precedent judgments where courts have ordered utility companies to pay compensation for appliance damages caused by grid faults.
