Regional Transport Authority -A quasi judicial body.- The Regional Transport Authority are an autonomous body. Their obligations are to receive petitions, to entertain objections and to record their decisions with reasons. Their decisions are also appealable. Thus they are a quasi-judicial body.

Court: ---S.49 as substituted by West Pakistan Motor Vehicles (Amendment) Ordinance (IX of 1970)--Refusal to grant route permit in spite of requirements for grant having been fulfilled--Legality of--High Court while upholding Authority's order refusing to grant route permit, took note of the language of un amended S.49 which granted discretion to Regional Transport Authority on guidelines existing therein--Provision of S.49 does not contain those guidelines, High Court, nonetheless, read one of such guidelines in un amended S.49 viz. "the interest of public generally" as consideration for refusing to grant permit in the amended S.49 of Motor Vehicles Ordinance, 1965--Such interpretation was wholly untenable as no discretion was left with Regional Transport Authority under amended S.49, provided conditions as required in Ss. 48 & 49 were fulfilled.
