Contract for the right to collect export tax was granted by Zila Council to petitioner
Secretary Local Government cancelled . the contract on application of contesting respondent, without giving notice and hearing the petitioner
Petitioner's offer having been accepted by Zila Council and approved in its meeting in pursuance of which agreement was also executed conferring rights on it to collect export tax, he could not be demanded of those rights without observing minimum requirements of natural justice like notice and hearing
Such order was thus not sustainable--Constitutional petition was accepted and impugned order was declared to be without lawful authority and of no legal effect. [pp. 32, 331 A & B
