Writ Petition No. 4611 of 1986, decided on 29th April, 1987. ‑‑‑Indiscipline‑‑Ever escalating indiscipline having erroded the social fabric of the society which though hoped not to have travelled beyond the degree of redemption, was desired to be discouraged in the larger national interest. Muhammad Rafique Khan Chohan for Petitioner. The petitioner has invoked this writ petition against his transfer order passed by the respondent. To put it succinctly, the relevant facts for the purpose of disposal of the present petition as depicted in the petition, the appended documents and the report submitted by the respondent are that petitioner is a junior clerk in the Department of Housing and Physical Planning, Punjab and previously was serving under respondent No.1. It is revealed that he was habitual absentee from duty on ohe pretext or the other. Respondent required him to mend his ways, but of no avail; consequently, the‑ respondent, in the public interest, deemed it appropriate to immune his office from such an indiscipline propensity of the petitioner vide order dated 8‑10‑1986 (marked as A) relieved him and directed him to report for duty in the office of Director, Housing and Physical Planning Circle, Lahore. Seemingly this was done with a view to getting rid of the mischief monger at least from his office. The petitioner had challenged his transfer on account of lack of competence of the respondent. Subsequently, the Director, Housing and Physical Planning, Circle, Lahore, the competent authority, has passed the order of transfer, withdrawing petitioner from the office of respondent No.1 and has posted him to the circle office. Therefore, the petition has become infructuous and the same is accordingly disposed of. Before parting with this judgment, I would like to observe that I am of the firm view that ever escalating indiscipline has eroded the social fabric of the society and I sincerely wish and hope that it has not yet travelled beyond the degree of redemption thus it should not be encouraged in the larger national interest.
