If the police investigate a case and submit a discharge report (B-Report) freeing the accused, is the case completely over, or does the victim have another option to pursue the crime?

If the police drop the case, you can file a Private Complaint (Istighasa) directly before the Magistrate under Section 200 CrPC. The Magistrate will record statement of the complainant and witnesses, and if a prima facie case is made, will summon the accused for trial. In an Istighasa, the complainant's lawyer prosecutes the case, not the state prosecutor.
