North‑West Frontier Province Provincial Assembly Secretariat (Recruitment) Rules, 1974‑‑‑ ‑‑‑‑R. 12‑‑‑Constitution of Pakistan (1973), Art. 185(3)‑‑‑Leave to appeal was granted to examine whether the decision of Supreme Court in Muhammad Masihuzzaman's case (PLD 1992 SC 825) was not kept in view by the High Court while passing judgment in question, and R. 12, North‑West Frontier Province Provincial Assembly Secretariat (Recruitment) Rules, 1974 was also ignored.
