What is the legal limit of the Supreme Court's Suo Motu powers? Can the Chief Justice take action on any news item or public grievance?

Under Article 184(3) of the Constitution, the Supreme Court can take action if: (1) A question of 'public importance' is involved, and (2) It relates to the enforcement of 'Fundamental Rights'. Suo Motu is the court taking action on its own. Recently, parliament passed laws to regulate this power, requiring a committee of senior judges to decide on such cases.
