Civil servant approached Authorities concerned for setting aside penalty of censure and awarding moveover, but his representations and appeals were rejected by Authorities

Appeal filed by civil servant before Tribunal after expiry of about 4 months from final rejection of representations/appeals by Authorities concerned, was time-barred and as such was not maintainable.
