Two separate appeals, one filed by "E" and the other filed by "M" having been consolidated were disposed of through one judgment
Civil servant "E" was directly linked with the removal of articles in question, from the: office where he was serving, while appellant "M" was not directly linked with the removal of those articles-- Enquiry Officer's report on basis of which both the civil servants were dismissed, while linked civil servant "E" with the removal of articles in question, on the basis of evidence, based its finding with regard to civil servant "M" on conjectures
Civil servant "E's" appeal was dismissed but his order of dismissal from service was converted into removal from service
Civil servant "M's" appeal was accepted giving him benefit of doubt. Zawar Hussain Shah, AA.-G. for the Government.
