Civil servant admittedly joined Government service as a High School Teacher long before nationalisation of privately-managed schools-- After nationalisation of privately managed schools separate seniority lists for Government teachers and teachers of nationalized schools were duly drawn up by Government which lists were perfectly valid
Civil servant, already working in Government school who otherwise failed to prove that he was senior to other teachers working in nationalized schools, should have no grievance if the teachers who belonged to nationalized closed cadre falling in separate list of promotion, had been promoted as Headmasters on their turn in their own cadre.
