My civil property case has been pending in the civil court for 15 years with constant adjournments. Is this a violation of my fundamental right to a fair trial under Article 10-A?

Yes, Article 10-A (inserted via the 18th Amendment) guarantees the right to a fair trial and due process. The Supreme Court has ruled that 'justice delayed is justice denied' and that trial courts must decide cases within reasonable timeframes. You can file a petition in the High Court seeking directions for expeditious disposal of the case.
