Case of civil servant, who was a Police officer, was recommended by Superintendent of Police to Authority for grant of Commendation Award and for admission to list `F' for his promotion in reward of gallantry services performed by biro in conducting a criminal case-- Authority on such recommendations, granted commendation and cash award to civil servant, but his case with regard to out of turn promotion or admitting him to list `F' was kept pending for more than 2-1/2 years
Civil servant was given promotion after more than 2-1/2 years from recommendation, whereas some other Police Officers who also had perfomed gallantry services, were promoted at once on such recommendations
Discriminatory treatment having been given to civil servant in case of his promotion, Service Tribunal directed that he should be deemed to have been admitted to list `F' from the due date.
