Limitation period for filing a suit for Specific Performance of Contract

Is the limitation period of 3 years under Article 113 of the Limitation Act, 1908, calculated from the date fixed for performance, or from when the plaintiff has notice that performance is refused? I have a case where no specific date was mentioned in the agreement to sell.

My uncle fraudulently got our ancestral land mutated in his name using a forged power of attorney. What is the legal procedure to challenge this in Punjab? Should I go to the Revenue Officer (Tehsildar) or file a civil lawsuit?

Specific performance of agreement to sell (Iqrar Nama)

I paid a 30% advance for a house and signed an Iqrar Nama. The seller is now refusing to execute the registry because property prices went up. The agreement has a penalty clause. Can I force him to sell, or will the court only award the penalty amount?
