Petitioner who joined Auqaf Department as an Accountant asserting that respondents, who had been promoted were junior to him and he therefore was entitled to be promoted ahead of them
Classification was introduced in Accounts Service two decades back by order of Chief Administrator Auqaf and petitioner was covered by Grade-III and his pay was fixed accordingly and respondents had joined different category
Held, petitioner could not compete respondents in seniority
When seniority list was issued and promotions were made petitioner did not react to same for a long time
