Rule of locus poenitentiae--Appreciation
Competent Authority- had competently passed the orders regularising the services of certain officers and same Authority had confirmed the services of some other officers which orders had taken effect and created valuable rights in favour of the persons mentioned in the said orders
Cancellation of such two orders by the Ministry of the Department, was not valid as under the rule of locus poenitentiae the said orders could not be cancelled. Respondents 3-62 not represented.
