Civil Service--Transfer order of a civil servant was stated to be mala fide and at the behest of the Minister
Civil servant had failed to show that his transfer was ordered at the behest of the Minister or that same was for mala fide reasons
Mere endorsement of the copy of transfer order to Minister-in-Charge, was not sufficient to show that same was made at his behest
Petitioner being a civil servant, was liable to serve anywhere and no exception could be taken to the transfer of civil servant in the exigencies of service or public interest
No legal right of civil servant was shown to be infringed
