Appellant who was conveyed adverse remarks had received good report from predecessor of the Reporting Officer
Ex-Countersigning Officer did not support adverse remarks which he formerly endorsed sped as a routine matter without application of mind and recommended that adverse, remarks be expunged
Assessment of Reporting Officer with regard to punctuality, knowledge of work and counselling was unjustified as not a single instance of complaint or warning existed
Adverse remarks recorded by Reporting Officer were thus, not fail and were unjustified as appellant's service record before and after impugned report spoke volumes in his favour
Adverse remarks were expunged in circumstances.
