R. 13.18

Probationary period of promotion

Order of reversion or reduction in rank after expiry of period of probation

Appointing Authority was debarred to pass order of reversion or reduction in rank after expiry of such period

Appellant having completed period of probation and having put in more service than probationary period, reversion in his rank was ordered in violation of Police Rules

Respondent Authority while making impugned order had referred to A.C.R. of appellant for specific year containing adverse report against him and some other punishments awarded to him without showing nature and date of such punishments

Where appellant had earned bad reports during probationary period, such reports should have been communicated to appellant well in time

Such reports were not conveyed to appellant during probationary period

Respondent Authority had powers to undo promotion of appellant before completion of probationary period but not after completion of such period

Order of reversion of appellant was thus, not valid and same deserved to be set aside.
