Adverse remarks

Remarks given by Reporting Officer about various aspects of conduct and performance of civil servant, were based on an inadequate period of observation and experience

During 115 days which covered disputed report, Reporting Officer remained on tour for a total of 100 days, thus even though he remained supervisory officer of civil servant for almost jour months, but he had little occasion to supervise

Person who remained- on tour for such a long period, could not be expected to express any opinion about punctuality of civil servant

With regard to adverse remarks relating to civil servant's relationship with public, his superiors, colleagues and subordinates about output and quality of his work, no complaints or record of adverse nature were produced during course of proceedings to substantiate those remarks

Remarks `reported to be corrupt' against civil servant were vague remarks as no material on record had been produced by Authorities in support of allegations that reputation of civil servant was not good

Remarks `not yet fit for promotion', could not be construed to be adverse as those remarks only denoted that official had to gain some more experience before he could become fit for promotion

All 18 reports except disputed one against civil servant were satisfactory and even in adverse confidential report, integrity of civil servant was not doubted

Order of Authority against civil servant was set aside and adverse remarks against him were ordered to be expunged.
