Civil servant was removed from service on allegation that he left the country and served abroad without obtaining formal permission of authorities and without getting terms and conditions of his deputation abroad settled
Civil servant before taking new assignment on deputation was required to obtain clearance from Services Selection Board
Terms and conditions were to be settled by the Department and security clearance was to be obtained and a surety bond was also to be executed by the civil servant
None of said prerequisites were fulfilled by civil servant before leaving country and serving abroad
Civil servant having failed to comply with any of said conditions, could not claim to be covered in any manner by the term "deputationists"
Civil servant, in circumstances, was rightly found absent unauthorised from duty during period between his leaving country and submitting his arrival report in the Department
Removal of civil servant from service on allegation of unauthorised absence from duty thus could not be interfered with.
