Departmental representation and consequent appeal for deletion of certain Rules of Police Services of Pakistan (Composition, Cadre and Seniority) Rules, 1985, objected to by civil servant, were made and preferred by civil servant after more than a year from publication of said Rules
Period of limitation in respect of an order giving rise of grievance to civil servant, no doubt was to run from the day such order was communicated to civil servant, but that rule would not apply to a case against any Statute which was not directed against any individual
In case of statute duly published, time of limitation would run from day the publication of that statute was duly made
Departmental representation and subsequent appeal of civil servant were time-barred and could be rejected on that point.
