Civil servant admittedly worked very efficiently in affairs of Police Station concerned, curtailed crimes and he was promoted as Inspector and during period in question he also earned commendation certificates with cash awards as such adverse remarks "an average, officer with stinking reputation" against civil servant also were not supported by any sort of complaint or material on file-- Service Tribunal, set aside orders of Authorities with directions that adverse remarks against civil servant be expunged from his A.C.R.
