Admission to `F list
When civil servant's case for admission to `F' list came up for consideration, adverse remarks earned by him in his confidential report as well as minor punishment of censure awarded to him were before Authority and due to such adverse remarks and punishment of censure he was ignored and officers junior to him were admitted to F list-- Civil servant in circumstances could not claim that his service record was unblemished when his case was considered
Service record of other civil servants who were admitted to F list despite being junior to aggrieved civil servant, admittedly did not contain any adverse entries
Civil servant in circumstances was rightly ignored by Authority for admission to F list and it was in no way a case of discrimination
Representation of civil servant who later on was admitted to F list for ante-dating his admission to F list was rightly rejected by Authorities.
