Enquiry Report showed that Enquiry Officer had thoroughly discussed evidence on each charge and had come to right conclusion thereon
Authority while disagreeing with findings arrived at by Enquiry Officer, assigning no reason, muchless, plausible one, for his disagreement with Enquiry Officer
