Post in dispute had been filled by Authority without first framing necessary recruitment rules
In absence of recruitment rules for post in dispute, appointment /promotion of civil servant against said post was irregular
Appointment of civil servant could at best be considered as ad hoc appointment and that, too, required to be extended beyond one year with approval of competent authorities
Appointment/promotion of respondent civil servant which was made irregularly without framing/notifying recruitment rules, was declared to be irregular
Authority was directed to take immediate steps, in consultation with appropriate quarters, to bring to end such irregularity forthwith, frame/notify recruitment rules for post in dispute and fill the same in light of rules so framed.
