Adverse remarks

Expunction of

In absence of any rule or regulation conferring authority on Minister to order expunction of adverse remarks against civil servant he was not competent or designated Authority for expunction of adverse remarks against civil servant. -- --Adverse remarks

Expunction of

Adverse remarks earlier passed against civil servant, admittedly were expugned by Authorities concerned with direct order of Minister

Thus remarks that civil servant "used political pressure for expunction of adverse remarks" had fully been established as such did not deserve to be expugned

Authorities had produced sufficient evidence to' prove remarks relating to non-submission of required cost analysis reports by civil servant despite repeated directions of competent Authority which amounted to disobeying instructions of superiors

Adverse remarks against civil servant based on personal observation of Authority as well as on facts, could not be expunged. Abdul Rauf v. Director, Local Government and Rural Development, Sargodha Division and another 1989 P L C (C.S.) 436 ref.
