Order of rejection of appellant's review petition was made by competent Authority on 5-2-1979, whereupon he kept mum for about nine years to know the fate of his service-- Inference could be drawn from appellant's lethargic attitude and conduct that he purposely concealed actual facts from bringing on file and had engineered a device of having made the application after nine years of filing of his review petition for knowing the result of his review petition and delivery of letter intimating him result of his review petition on 22-4-1989
